It’s official: President Paul Kagame has appointed Dr. Edouard Ngirente as the new prime minister. He was a senior advisor to the Executive Director of the World Bank.

Dr Ngirente, forty-four years old, is a little-known technocrat who holds a Master’s degree in Statistics and a PhD in Agricultural Economics. Prior to working at the World Bank, he worked for Rwanda’s ministry of finance and economic planning, first as Director-General of Planning, then as Senior Economic Advisor.

According to The New Times, he also holds two postgraduate degrees: one in Financial Risk Management from Facultés Universitaires Saint-Louis of Brussels and another in Agriculture Economics from the Université Catholique de Louvain. Before that, he studied at the University of Rwanda, where he joined the faculty after graduation.

The new prime minister is married to Mrs. Constante Gaju Twagirayezu, with whom he has two daughters. He took oath on Wednesday afternoon, just a few hours after his appointment was made public, to become Rwanda’s sixth premier since 1994.
